Bad news, bro. That means it is out of inspection or failed its last inspection. The EU is pretty hard-core about annual vehicle inspections. They have different names. In Germany the TUV does it, in Belgium & France it's called Control-Technique (as I've learned.) In the UK it's called the MOT.

That's the problem with cheap cars in the Europeland. They may be extra cheap because the owner knows it won't pass its upcoming inspection or that it may have already failed the prior one. They do serious testing that may include a dyno to verify power output, suspension tests, and of course emissions. They check all the lights, etc. Go watch an episode of Wheeler Dealers where they get a car to rebuild it and then have to get it MOT ready to go through the UK's version of the inspection.

Damn, I didn't catch that. I had a beater 318i when I first got here and I had to fix a shitload of stuff before it would pass, shocks, hood latch, headlight alignment, and the blinkers. I ended up selling it because it kept having issues, now I drive a fieSTa so all is well.

And you will have a blast out here in Europe, I've only been here for a year and I have what'll hopefully be another 3 if everything gets approved.
